  1. Request for the council tax discount/premium on second homes, on homes empty for longer than 6 months and homes empty for longer than 2 years as a percentage of the standard council tax in your council from 2009 to 2018.

  2. Under the Freedom of Information Act 2000, we would like to request the following information.

    1) The number of times between 1st April 2018 and 31st March 2019, or the nearest available twelve month period, that private bailiffs/enforcement agents have been instructed to enforce debts to the local authority relating to each of the following;

    a. Council tax

    b. Parking

    c. Housing Benefit overpayments

    d. Business Rates

    e. Commercial Rents

    f. Any other debt types, including any other overpayments

    By "private bailiffs/enforcement agents" we mean those who are self-employed or who work for private companies, including as high court enforcement officers. Please include cases where local authority employees have visited a property to enforce a warrant of control.

    2) Do you signpost residents to one or more free debt advice agencies as part of your collections process? (Yes/No) If so, which charities?

    3) Have you adopted the Standard Financial Statement (or Common Financial Statement) as a tool for objectively assessing income and expenditure as part of your collections process? (Yes/No)

    4) Do you have a formal policy in place for dealing with residents in vulnerable circumstances as part of your collections process? (Yes/No)

    5) Do you currently have a policy of exempting recipients of Council Tax Support from the use of bailiff action? (Yes/No)

  4. A request for information from your planners.

    1) The percentage of affordable housing required for housing developments of 10 dwellings or more or that are greater than 0.5 hectares in area. If more than one level is set in planning policies - for example varying by location in the district or size of development - the maximum, minimum and district average percentages.

    2) The average percentage of affordable housing agreed on approval of planning applications for housing developments of 10 dwellings or more or that are greater than 0.5 hectares in the council's area for each of 2016, 2017 and 2018.

  5. I am writing to you under the Freedom of Information Act 2000 to request the following information from Guildford Borough Council's Environmental Health department. I would like to know the number of licensed premises served with noise abatement notices per year in the area for the period 2010-present. If this information could also include the total number of noise abatement notices issued to licensed premises for each year in the period that would be appreciated.

  6. 1. Does your local authority have a Clean Air campaign or policy in place? If so, is any of this specific to vehicle emissions?

    2. In respect of the taxis and PHVs you license in your district, are there current - or will there be future - licensing restrictions on:- a. Vehicle types/makes/model b. EU emission levels

    3. Is there a timetable of date(s) in place by which all licensed vehicles in your district must adhere to your requirements?

    4. Is your local authority providing electric charging points? If so, how many normal and how many fast charging facilities?

    5. Will you be providing any grants to proprietors of licensed taxis/PHVs to acquire electric, hybrid or ULEV vehicles? a. If so, will one of these aids include Try-to-Buy? b. Are the grants available to both hackney and private hire vehicle owners/lessees?

    6. Will your district be considering a charge for all (or just licensed) vehicles to enter your Clean Air Zone if you set one out in a specific city/town?

  7. Does the council use software or a system supplied by an external supplier or developed in-house, in order to run and manage its online consultations and community engagement? Who supplies the software and/or system? What is the annual contract charge (including any license fee)? When will the contract be reviewed? Will this contract be put out to tender? Where will the contract be advertised? Who is the officer currently managing the consultations and/or community engagements?

  8. In our council tax letter you state that £74 million is being invested in new affordable housing. How and why are tax payers funding affordable housing? My current understanding is that developers give the council money for approving their plans. Developers then build the properties and sell them for profit. Surely the only cost incurred by the council is managing the planning process whereby only small first time homes are approved for development? Please can you breakdown for me how my tax goes towards affordable housing?
