We are undertaking a review of housing compliance, statutory certification, and residential safety management across local authority housing portfolios. The information requested will assist us in understanding current compliance practices and procurement arrangements across local authorities.

This request relates to all residential accommodation owned, managed, commissioned, leased, or overseen by the council, including, where applicable:

- Council housing
- Temporary accommodation
- Emergency accommodation
- Supported accommodation
- Sheltered housing
- Extra care housing
- Independent living schemes
- Care homes
- Residential care homes
- Nursing homes
- Children's residential homes
- Accommodation for looked-after children
- Supported accommodation for young people (including under-18s, where applicable)
- Homeless accommodation
- Hostels
- Refuge accommodation
- Housing association properties managed on the council's behalf
- Any other residential accommodation for which the council has responsibility for compliance, inspection, maintenance, or statutory safety obligations.

We would be grateful if you could provide the following information, where available:

1. Housing Portfolio
- The approximate number of residential properties within the council's housing stock or management portfolio.

2. Current Compliance
Please provide the number of properties currently holding a valid:
- Energy Performance Certificate (EPC)
- Electrical Installation Condition Report (EICR)
- Gas Safety Certificate (where applicable)
- Fire Risk Assessment (communal areas/buildings)
- Fire Risk Assessment (individual dwellings, where undertaken)
- Legionella Risk Assessment
- Damp and mould inspection or survey records
- Housing Health and Safety Rating System (HHSRS) inspection or assessment records

3. Compliance Status
Please provide the number of properties currently identified as:
- Overdue for EPC renewal
- Overdue for EICR inspection
- Overdue for gas safety certification
- Requiring fire safety remedial works
- Affected by damp and mould concerns
- Containing Category 1 or Category 2 hazards identified under HHSRS assessments

4. Outsourced Services
Please confirm whether the council currently procures or outsources any of the following:

Please provide the number of properties currently holding a valid:
- Energy Performance Certificate (EPC)

Approximately 3,495. Please note that stock condition surveys (which includes EPC reviews and ratings) are currently underway for the remaining stock for which the EPC rating is not known.  

- Electrical Installation Condition Report (EICR)

95.9% of homes have a valid 5 year EICR as of June 2026 (based on information at page 28 of the agenda reports pack that is available on our website at the following link: https://democracy.guildford.gov.uk/ieListDocuments.aspx?CId=1376&MId=3244&Ver=4)  

- Gas Safety Certificate (where applicable)
- Fire Risk Assessment (communal areas/buildings)
- Fire Risk Assessment (individual dwellings, where undertaken)
- Legionella Risk Assessment
- Damp and mould inspection or survey records
- Housing Health and Safety Rating System (HHSRS) inspection or assessment records

Please provide the number of properties currently identified as:
- Overdue for EPC renewal

Approximately 1,900.

- Overdue for EICR inspection

Again, please see the latest Housing Operations Board report.

- Overdue for gas safety certification

Again, please see the latest Housing Operations Board report, which indicates that this figure is fewer than 0.5% of homes as of June 2026.

- Requiring fire safety remedial works

We currently have 1,667 fire doors installed across our housing stock. 1,147 non-compliant doors have already been replaced and we are currently undergoing a programme of fire door surveys to identify doors which may require replacement.

- Affected by damp and mould concerns
