Case reference FOI2019/00338

Published 25 April 2019

Request

Under the Freedom of Information Act 2000, I should like to request the following information:

1. The name and address of each leisure centre run by the Council, or by an independent trust on the Council's behalf, in (a) 2010 and (b) 2017.

2. The total annual opening hours of each leisure centre in (1) in (a) 2010, and (b), 2017.

3. The total number of staff employed in each leisure centre in (1) in (a) 2010, and (b) 2017.

Response

1. The name and address of each leisure centre run by the Council, or an independent trust on the Council's behalf, in (a) 2010 and (b) 2017.

Guildford Spectrum Leisure Complex, Parkway, Guildford GU1 1UP

Ash Manor Sports Centre, Manor Road, Ash GU12 6QH

Guildford Lido, Stoke Road, Guildford GU1 1HB

All sites were operated by Guildford Borough Council from opening until 2011. On 1 November 2011, a Leisure Partnership Agreement was put in place between Guildford Borough Council and Greenwich Leisure Ltd (GLL). The leisure facilities are currently operated by Freedom Leisure, GLL's sub-contractor.

2. The total annual opening hours of each leisure centre in (1) in (a) 2010, and (b), 2017.

The Spectrum has and still is open every day of the year (365 days). Opening hours vary for each facility within the building, however the building is generally open from 06:00am to 22:45 each day (these hours have not changed between 2010 and 2017). Current opening hours can be found on the Spectrum website; www.guildfordspectrum.co.uk.

The opening hours for the Lido and Ash Manor for 2010 will generally be the same today - please see the websites for opening hours; https://www.freedom-leisure.co.uk/centres/guildford-lido/ and https://www.freedom-leisure.co.uk/centres/ash-manor/

The biggest difference between now and 2010 is that the Lido swimming pool is now open all year round for swimming, whereas historically it was only open during the summer season (April to September). Ash Manor Sports Centre is joined to Ash Manor School and so some of the shared facilities are not available for public use during school hours/ term time.

3. The total number of staff employed in each leisure centre in (a) 2010, and (b) 2017.

Unfortunately we are unable to confirm the number of staff employed in each leisure centre in 2010 but we can confirm that in 2011, when the contract was put in place between GBC and GLL, there were;

Lido: 4 permanent staff, 14 casual staff

Ash: 4 permanent staff, 30 casual staff

Spectrum: 92 permanent staff, 362 casual staff

For 2017:

Spectrum: 156 contracted staff, 217 casual staff

Lido: 5 contracted staff, 15 casual staff

Ash: 4 contract staff, 22 casual staff

There are also 40 self-employed ice instructors along with many other organisations working from the venue who employ staff for coaching, teaching, physiotherapy etc.
