Response

1. 34,253 PCNs issued between September 2017 - April 2018

2. Of the Guildford PCNs issued, 24,911 were paid, 21,022 within 14 days to achieve the discounted rate.

3. Of the Guildford PCNs issued, 10,116 challenges were received

4, Of the Guildford PCNs that were challenged, 3,522 were cancelled as a result of informal or formal representation, 2,435 were written off for other reasons and 2,934 were upheld.

To clarify, challenges cannot be resolved in person unless the case proceeds to a Traffic Penalty Tribunal, before this the owner must submit an appeal either on-line, post or email. We follow "The Parking Penalty and Enforcement Process" and traffic orders to ensure that the process is consistent and remains fair. The different methods of communication do not make any difference in the outcome, however most people these days use the online appeals process which is simpler and their preferred method.
