Request

Does the council use software or a system supplied by an external supplier or developed in-house, in order to run and manage its online consultations and community engagement? Who supplies the software and/or system? What is the annual contract charge (including any license fee)? When will the contract be reviewed? Will this contract be put out to tender? Where will the contract be advertised? Who is the officer currently managing the consultations and/or community engagements?

Response

We use a variety of approaches to online consultations and community engagement, depending on the type and scale of the engagement.

If we are undertaking a planning policy consultation we use Inovem Consult, supplied by Kahootz LLC - the annual contract charge is 4,100 pounds. The contract will be reviewed in August 2019, when a decision will be made as to whether it will be put out to tender. If we put the contract out to tender it will be via the In-Tend system.

If we are undertaking local targeted consultation we would use offline methods of consultation, supported by information on the website and possibly a survey using our website software, which we would develop in house.

For other wider marketing or feedback surveys we use SmartSurvey, supplied by Smartline International Ltd. Smart Survey costs 45 pounds per month and was recently reviewed in 2018.

We have a number of officers responsible for consultations across the council - depending on the type of engagement and specialism required.
